基本公共服务均等化是指政府要为社会成员提供基本的、与经济社会发展水平相适应的、能够体现公平正义原则的大致均等的公共产品和服务，是人们生存和发展最基本的条件的均等。2006年全国人大通过的《国民经济和社会发展第十一个五年规划纲要》和党的十六届六中全会通过的《中共中央关于构建社会主义和谐社会若干重大问题的决定》均已将逐步实现基本公共服务均等化作为我国经济社会发展、构建和谐社会的一个中长期目标，党的十七大报告进一步提出“围绕推进基本公共服务均等化和主体功能区建设，完善公共财政体系”的要求（管永昊，洪亮，2008：75）。从我国的现实情况出发，基本公共服务均等化应该包括教育、文化、就业再就业、社会保障、生态环境、公共基础设施、社会治安等领域。其具体内容为：一是基本民生性服务，如就业服务、社会救助、养老保障等；二是公共事业性服务，如公共教育、公共卫生、公共文化、科学技术、人口控制等；三是公益基础性服务，如公共设施、生态维护、环境保护等；四是公共安全性服务，如社会治安、生产安全、消费安全、国防安全等。这些基本公共服务做好了，才能使全体社会成员共同享受改革开放和社会发展的成果。
