定义

基层群众自治制度是依照宪法和法律，由居民（村民）选举的成员组成居民（村民）委员会，实行自我管理，自我教育，自我服务，自我监督的制度。基层群众自治是中国特色民主政治制度体系的重要组成部分，是在新中国成立后的民主实践中逐步形成的，并首先发育于城市。新中国建立初期，为了巩固新生政权，在城市建立了具有政治组织性质的居民委员会，这是基层群众自治制度在中国社会全面确立的根基之所在。1954年12月，第一届全国人大常委会第四次会议根据1954年宪法精神，制定并通过了《城市居民委员会组织条例》，第一次以法律形式宣布居民委员会是“群众自治性的居民组织”。中共十七大将“基层群众自治制度”首次写入党代会报告，正式与人民代表大会制度、中国共产党领导的多党合作和政治协商制度、民族区域自治制度一起，纳入了中国特色政治制度范畴。胡锦涛同志《在庆祝中国共产党成立90周年大会上的讲话》指出：“人民代表大会制度是根本政治制度，中国共产党领导的多党合作和政治协商制度、民族区域自治制度以及基层群众自治制度等是基本政治制度。”经过几十年的发展，我国的基层民主已经初步形成了自己的体系。我国宪法第一百一十一条规定:“城市和农村按居民居住地区设立的居民委员会或者村民委员会是基层群众性自治组织”，同时，基层群众自治制度还包括以职工代表大会为基本形式的企事业单位民主管理制度等（刘焕明，陈思，2009：97-98）。
