定义

文化事业有广义和狭义的区分。广义的文化事业，是文化发展方向和具体文化工作的统一，是认识和利用文化规律以促进文化进步，满足文化需要的活动过程，因此与文化实践具有相同的范围。狭义的文化事业，则仅指文化实践中的非经营活动，即不以取得经济效益为目的的文化活动。指由政府直接管理的那些面向社会大众服务的、不以赢利为目的公益性、先进文化的导向性文化部分主要包括学术研究、文学艺术、博物馆、图书馆、公益性群众体育和非赢利性大众娱乐休闲文化等。其根本目标是满足全社会的公共文化需要，提高全民族的思想道德水平和科学文化素质（刘敏等，2009：589）。在这个意义上，文化事业单位是与文化企业单位相对而言的。把文化事业从文化实践中划分出来，对于文化管理具有重要意义，它有助于明确不同文化工作部门的性质和任务，从不同角度，利用不同方式促进社会文化的整体发展。由于社会条件和社会制度不同，因此根据管理的需要从行政上划分出来的文化事业，在不同国家、不同时期具有不同的情况（李忠尚等，1989）。建国以来，我国从马克思主义关于文化的基本认识出发，进行了大规模的文化事业建设，随着对马克思主义局限性的认识和世界范围内文化产业的崛起，我国进行了文化体制改革，由此催生出公益性文化事业和经营性文化产业两个不同的领域，文化事业具有公益性、公共性，文化产业则具有经营性、市场性，他们具有明显的不同，但又存在紧密的联系。文化事业是社会性、公共性、基础性、公益性事业，文化产业是创意型、中借型、周期型、引致型产业，受文化核心资源、基础设施及传播载体、科学技术、人才资源及公共产品供给影响，即受文化事业发展程度制约较大，发展文化事业可以为文化产业提供文化资源、文化资本、文化科技、文化人才，可以培育文化消费需求，营造产业发展环境，对产业发展有巨大促进作用（范志杰，2013：1）。文化事业中文化基础设施、人文艺术资源、事业资本积累、科技支撑、人才培养、政府购买、市场环境建设等因素，可以通过资源竞争机制、投资驱动机制、技术创新机制、版权保护机制、供给推动机制和需求拉动机制，进入到文化产业循环中，从而促进文化产业发展。
