定义

党的十八届三中全会上作出的《中共中央关于全面深化改革若干重大问题的决定》中首次使用的概念。社会治理这一概念的形成经历了一个不断与时俱进的过程。恩格斯早在《反杜林论》中提出“政治统治到处都是以执行某种社会职能为基础，而且政治统治只有在它执行了它的这种社会职能时才能持续下去”（马克思等，1995：523），以此指出社会职能的目的是缓和社会冲突。2002年11月8日，党的十六大上首次单独提出了“社会管理”概念，明确要完善政府的经济调节、市场监管、社会管理和公共服务的职能，社会管理被视为一项独立的政府职能。2003年10月11日，十六届三中全会提出了要完善政府社会管理和公共服务职能。2004年9月19日，党的十六届四中全会通过了《中共中央关于加强党的执政能力建设的决定》，专门提出加强社会建设和管理，推进社会管理体制创新，将社会管理概念扩展成一个党建概念。2006年10月11日，党的十六届六中全会通过了《中共中央关于构建社会主义和谐社会若干重大问题的决定》，进一步提出“公共服务与社会管理是一体的两翼”（曾正滋，2014：83）。2013年11月15日，十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》中，将“社会管理”改为“社会治理”，社会治理作为独立概念第一次出现在中共中央最高规格的文件上。社会治理是国家治理的重要组成部分，这一概念的提出表明党的执政理念由政府自上而下的“管理”转变为政府自上而下与社会自下而上相结合的“治理”，是党中央全面审视和科学分析我国经济社会发展现状和态势，提出的新观点、新要求、新部署，既符合社会主义发展规律的客观要求，又显示出党对国家与社会、政府与人民之间的关系高度重视。
