医疗、医保、医药联动，简称“三医”联动。“三医”联动的要义是强调与医改关系密切的医疗、医保、医药领域的改革，互相协调，形成合力，共同推进医改向纵深发展。中央历来强调“三医”联动，十八届五中全会明确地提出，深化医药卫生体制改革，实行医疗、医保、医药联动（陈仰东，2016：19）。2016年3月5日，李克强总理在政府工作报告中指出，2016年重点工作之一是协调推进医疗、医保、医药联动改革。他明确提出，今年要实现大病保险全覆盖，整合城乡居民基本医保制度，改革医保支付方式等（政府工作报告.via：
