定义

公平正义，是经济学、政治学、法学和伦理学等学科的重要范畴。公平，即一视同仁，含有从公正的角度出发平等地对待每一个与之相关的对象的意义。在经济伦理学中，公平指社会成员的收入均衡化。正义一般包括两方面的含义，一是一视同仁，具有平等的意义，即按同一原则或标准对待处于相同情况的人和事；一是得所当得或各得其所，指所得的与所付出的相称或相适应（朱贻庭，2011：260）。正义一般也指称权利义务关系的合理状态（朱贻庭，2013：341）。公平正义的价值诉求起源于人们的利益要求，主要体现于对社会分配领域是非、善恶的价值评价（朱贻庭等，2011：260）。将公平与正义连用，意在突出正义的公平性，强调人与人之间平等的自由权利关系（朱贻庭，2013：341）。美国学者罗尔斯在《正义论》中提出了“作为公平的正义”的概念，用“公平”来规约“正义”,主张在财富和权力不平等的情况下,应对最少受惠者的利益予以补偿（朱贻庭，2011：260）。撇开正义而谈公平,会导致“平均主义”；无视公平而谈正义,很可能加剧社会的两极分化。中国特色社会主义的公平正义，实质是以人为本,实现全民共享，,最终达到共同富裕。“制度是社会公平正义的根本保证，必须加紧建设对保障社会公平正义具有重大作用的制度”（中国共产党第十六届中央委员会第六次全体会议公报.via：http://news.xinhuanet.com/politics/2006-10/11/content_5190605.htm），“必须坚持维护社会公平正义”（十八大报告via：http://www.xj.xinhuanet.com/2012-11/19/c_113722546_2.htm）。公平正义对于彰显中国特色社会主义的优势，发展中国特色社会主义，具有重大意义。
