定义

主要指公民或社会组织对于权力机构及其工作人员的监督，有时也指一般群众对于领导干部的监督，是民主监督的一种重要形式。群众监督是人民主权原则、基本人权原则和法制原则的体现。我国宪法规定有“中华人民共和国的一切权力属于人民”，“人民依照法律法规，通过各种途径和形式，管理国家事务，管理经济和文化事业，管理社会事务”，具体方式涉及言论、出版、批评、建议、申述、控告、检举等。群众监督的实施机制包括信访制度、举报制度、社会调查制度、巡视制度、申述制度、政治协商对话制度、意见征询制度、领导接待制度等。在毛泽东理论的群众路线，群众观点中已然有着群众监督的思想，1945年，毛泽东与民主人士黄炎培的谈话中指出：“只有人民来监督政府，政府才不会松懈，只有人人起来负责，才不会人亡政息。”在党的八大会议上，邓小平在大会上作了关于修改党章的报告，将群众监督纳入贯彻执行群众路线的内容中，突出强调了加强群众监督的重要性，是丰富和发展党的群众路线的一个亮点。邓小平谈到：“党要受监督，党员要受监督，八大强调了这问题”。它认为，监督来自三个方面，一是党的监督，二是群众的监督，三是民主党派和无党派民主人士的监督（邓小平，1994：270）。在当今社会主义中国，习近平在多次讲话中强调进行党内监督与群众监督相结合，只有这样一个国家的政府，执政党才能带领人民走的更远，才能实现民族复兴和国家。
