终身教育体系指教育系统和社会机构为社会成员提供终身参与有组织学习机会的教育制度安排和网络。终身教育是20世纪60年代在国际上出现的一种教育思潮，它对国际教育改革产生了重要的影响。终身教育体系发端、发展于20世纪60年代，并在80年代后开始在各国教育改革与发展中付诸实践的一种现代教育思潮，是指教育系统为个人提供一生参与有组织的学习机会，使其不断学习，提高素质，以适应社会发展的需要。终身教育体系尽可能有效地向社会开放，各级各类教育之间具有包容性、最终实现沟通与衔接。终身教育体系是以现代大教育观看教育的形态和体制，是家庭教育、学校教育和包括成人教育在内的社会教育等各个领域之间的有机联系整体。终身教育体系超越了阶段性、制度化并贯穿于人生的始终，是一种全新教育模式，它在教育目标的价值预设上具有个体性，在教育过程的实现形式上具有多样性，在教育范畴的时空变化上具有整合性，在教育资源支撑上具有开放性。国务院于1999年1月批转的教育部《面向21世纪教育振兴行动计划》提出，到2010年基本建立起终身学习体系，终身教育作为一项规定和任务，已分别写入《中华人民共和国教育法》和《中国教育改革和发展纲要》中。并在面向21世纪教育振兴行动计划中作为一项行动目标提出来，全面实施终身教育，要求有一个一体化的系统。教育体系一体化是终身教育论的中心思想，也是各国实施终身教育的共同趋势。而终身教育的目标，便是使社会成员都能具有终身学习的条件和机会，要达到这样的目标，必须建立终身学习的社会。（终身教育体系.via：
