定义

议会党团是指议会中属于同一政党的议员组成的，以统一本党议员在议会中的行动为目的的政党集团。起源于英国。英国早期形成的辉格党和托利党只存在于议会范围内，1832年议会改革，扩大了选民的范围，政党要取得议会选举的胜利，就取决于党的组织在选民中的影响，以及党员的数量等。于是，政党越出议会的范围，逐步在全国建立起党的组织。由此在政党内部形成了由党的领袖统一领导的两个平行的机构：一个是由这一政党全体议员组成的党组织即议会党团；另一个是由议会外全体党员组成的全国性的党组织。此后，不少国家当一个政党在议会内具有一定数量的议员时，就组成议会党团，并形成法律规定或法律惯例。议会党团大致可分为3种类型：①一个政党单独组成本党议会党团。大多数具有一定数量议员的政党都采取这一组织形式，并以该党名称命名。②由两个以上的政党的议员联合组成一个议会党团。如联邦德国基督教民主联盟和基督教社会联盟联合组成一个议会党团，称为基督教党团。③跨国议会党团。在某些区域性的国际组织的议会（如欧洲议会）中，由各成员国的有关政党的议员组成的政党组织。此外，有的国家规定，只有在具有一定数量的议员时，才能单独组成议会党团；那些只有少数或个别议员的政党，其议员有的依附于某一政党的议会党团，或参加别的政党的议会党团。（议会党团.via：http://baike.baidu.com/item/%E8%AE%AE%E4%BC%9A%E5%85%9A%E5%9B%A2）
