2015年9月，中共中央、国务院印发了《生态文明体制改革总体方案》，阐明了我国生态文明体制改革的指导思想、理念、原则、目标、实施保障等重要内容，提出要加快建立系统完整的生态文明制度体系，为我国生态文明领域改革作出了顶层设计。全面深化生态文明领域改革、建立系统完整的生态文明制度体系、推进生态文明领域国家治理体系和治理能力现代化、建设美丽中国是一项复杂的社会系统工程。作为一项社会工程，工程理念至关重要。从工程哲学视角来看，现实的工程活动就是在工程理念引导下的实践建构过程，工程实施活动就是某种工程理念的对象化与物化（客体化）过程。工程理念贯穿于工程活动全过程，是处于全局性、战略性、统帅性指导地位的总体性、根本性观念，它是工程活动顶层设计的核心。思想支配行为，理念引领行动，思路决定出路。推进生态文明体制改革的社会系统工程，离不开先进理念的引领与导航。必须首先树立和落实正确的工程理念，以便凝聚共识，引领行动，整合力量。对此，方案提出了全面推进生态文明体制改革、开创生态文明体制改革新局面的六大理念：（1）树立尊重自然、顺应自然、保护自然的理念。（2）树立发展和保护相统一的理念。（3）树立绿水青山就是金山银山的理念。（4）树立自然价值和自然资本的理念。（5）树立空间均衡的理念。（6）树立山水林田湖是一个生命共同体的理念（via：http://www.rmzxb.com.cn/c/2016-03-13/735718_5.shtml）。生态文明建设是复杂的系统工程，为把生态文明放在突出地位，并融入到经济、政治、文化和社会建设的各方面全过程，必须推进生态文明体制综合改革，着力在综合性上下功夫。
