定义

政治体制改革是指在维护社会主义根本制度的前提下，对政治权力配置、政治体系内在结构和政治运行机制进行的改革，是社会主义制度的自我完善和自我发展。我国原有的政治体制产生于新民主主义革命时期，确立于社会主义改造时期和计划经济年代，并在阶级斗争和群众运动中发展起来，其特征是中央的权力高度集中。但邓小平强调，“政治体制改革同经济体制改革应该相互依赖，相互配合。”改革的内容，首先是党政要分开，解决党如何善于领导的问题。这是关键，要放在第一位。第二个内容是权力要下放，解决中央和地方的关系，同时地方各级也都有一个权力下放问题。第三个内容是精简机构，这和权力下放有关。根据邓小平的思想，中共十三大把政治体制改革的目标概括为：建设有中国特色的社会主义民主政治。从长期目标来看，是要建立高度民主，法制完备，富有效率、充满活力的社会主义政治体制。江泽民在中共十五大上所作的报告中指出，我国经济体制改革的深入和社会主义现代化建设跨越世纪的发展，要求我们在坚持四项基本原则的前提下，继续推进政治体制改革，进一步扩大社会主义民主，健全社会主义法制，依法治国，建设社会主义法治国家，报告中指出：没有民主就没有社会主义，就没有社会主义现代化，社会主义民主的本质是人民当家作主，发展社会主义民主必须同健全社会主义法制紧密结合，实行依法治国。在十六大报告中，更是明确提出了发展社会主义民主政治，建设社会主义政治文明，是全面建设小康社会的重要目标。社会主义民主政治，最根本的是要把坚持党的领导、人民当家作主和依法治国有机统一起来。其主要任务是：坚持和完善社会主义民主制度，加强社会主义法制建设，改革和完善党的领导方式和执政方式，改革和完善决策机制，深化行政管理体制改革，推进司法体制改革，深化干部人事制度改革，加强对权力的制约和监督，维护社会稳定（金炳华，2003：839）。
