中华民族是爱好和平的民族。一个民族最深沉的精神追求,一定要在其薪火相传的民族精神中来进行基因训序。有着5000多年历史的中华文明,始终崇尚和平,和平、和睦、和谐的追求深深植根于中华民族的精神世界之中,深深溶化在中国人民的血脉之中。中国自古就提出了“国虽大,好战必亡”的箴言。“以和为贵”、“和而不同”、“化干戈为玉吊”、“国泰民安”、“睦邻友邦”、“天下太平”、“天下大同”等理念世代相传。(习近平,2014:265)
在人与人、人与自然的关系上,中国传统文化历来主张平衡和谐,“以和为贵”是中国文化的根本特征和基本价值取向。“君子和而不同”正是对“和”这一理念的具体阐发。这句话出自《论语.子路》,原文为“君子和而不同,小人同而不和。” 何晏《论语集解》对这句话的解释是:“君子心和然其所见各异,故曰不同;小人所嗜好者同,然各争利,故曰不和。”“和而不同”追求内在的和谐统一,而不是表象上的相同和一致。现在,“和而不同”是人类共同生存的基本条件和基本法则。
党的十六大和十六届三中、四中全会提出构建社会主义和谐会,并把提高构建社会主义和谐社会的能力作为加强党的执政能力建设的重要内容,这反映了我们党对执政规律、执政能力、执政方略、执政方式的新认识,也体现了我们党对中国优良传统文化的继承和发扬。所谓“和谐社会”应该是民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处的社会,应该是各尽其能各得其所而又和谐相处的社会,也应该是“和而不同”的社会。(林治波,2005:78-79)
