定义

执政理念指建立在对执政规律认识基础上的党的执政宗旨和指导思想。关于为谁执政、靠谁执政和怎样执政的理性认识，用以指导党的执政活动的根本原则。中共执政理念包括两个基本层面：一是为什么执政，也就是执政的宗旨、目的和价值追求；二是怎样执政，也就是为实现执政的宗旨、目的和价值追求而选择的路径、方略和基本方式。在第一个层面上，“全心全意为人民服务”，“立党为公、执政为民”，反映和体现了中国共产党的执政理念，表明了中国共产党执政的宗旨、目的和价值追求。中共十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》（以下简称《决定》）在总结党的执政经验的基础上，强调必须坚持立党为公、执政为民。“执政为民”是中国共产党执政理念的核心。在第二个层面上，“与时俱进”、“依法治国”、“稳定压倒一切”、“把发展作为执政兴国的第一要务”、“从严治党”等体现了实现中国共产党的宗旨、目的和价值追求的路径、方略和基本方式。《决定》第一次明确提出了“科学执政、民主执政、依法执政”的要求，体现了执政方式和执政理念的统一。2007年6月25日胡锦涛在中央党校省部级干部进修班发表的重要讲话，进一步丰富了党的执政理念，要求全党坚持权为民所用、情为民所系、利为民所谋，真诚倾听群众呼声，真实反映群众愿望，真情关心群众疾苦，多为群众办好事、办实事。（执政理念. via: http://cpc.people.com.cn/GB/134999/135000/8110201.html）
