中国共产党在十一届三中全会以后确定的“和平统一祖国”的战略方针。十一届三中全会公报指出：“随着中美关系正常化，我国神圣领土台湾回到祖国怀抱、实现统一大业的前景，已经进一步摆在我们的面前。全会欢迎台湾同胞、港澳同胞、海外侨胞，本着爱国一家的精神，共同为祖国统一和祖国建设的事业继续作出积极贡献。”1979年1月1日，中华人民共和国全国人民代表大会常务委员会发表了《告台湾同胞书》，宣布了我们对台湾回归和祖国统一的大政方针、基本立场、基本态度，得到了全中国各族人民包括台湾同胞、港澳同胞以及国外侨胞的热烈拥护和积极响应。1981年国庆32周年前夕，叶剑英以全国人民代表大会常务委员会委员长的名义，发表了关于台湾回归祖国，实现祖国和平统一的9项具体方针政策，为统一祖国提出了更明确的主张。1982年1月，邓小平在一次谈话中首次使用“一国两制”的概念。1983年6月26日邓小平会见新泽西州西东大学教授杨力宇时，提出了和平统一的完整设想（翟泰丰，1994：61）。“邓小平同志在八十年代曾经提出，我们要做的三件大事是加紧经济建设、实现祖国统一和在国际事务中反对霸权主义、维护世界和平”（江泽民，2006：124）。2013年6月14日，习近平在会见中国国民党荣誉主席吴伯雄时表示，新形势下，中共中央将继续实行既定的大政方针，致力于巩固深化两岸关系和平发展，造福两岸同胞，造福中华民族。希望两党和两岸双方继续增强互信、保持良性互动，稳步推进两岸关系全面发展，巩固深化两岸关系和平发展各项基础，团结两岸同胞，共同为实现中华民族伟大复兴而努力。习近平就此提出四点意见：第一，坚持从中华民族整体利益的高度把握两岸关系大局。第二，坚持在认清历史发展趋势中把握两岸关系前途。第三，坚持增进互信、良性互动、求同存异、务实进取。第四，坚持稳步推进两岸关系全面发展（习近平会见吴伯雄：就两岸关系发展提四点意见.via：http://www.gwytb.gov.cn/lajlwl/zdjl/201306/t20130614_4316164.htm）。祖国统一既是实现中国梦的必要前提，也是实现中国梦的应有之义（钱均鹏，2014：9-10）。热爱祖国，维护祖国统一，是中华民族的光荣传统，也是我国公民的基本义务。保持香港、澳门长期繁荣稳定大好形势，坚决反对“藏独”、“疆独”分裂势力，解决台湾问题、实现祖国完全统一，是不可阻挡的历史进程，是全体中华儿女的共同心愿，是中华民族的根本利益所在（吴建国等，2015：84）。
