定义

社会组织是指人们有计划、有组织地建立起来的，具有特定的社会目标，并执行一定的社会职能的独立单位。社会组织是公共关系的第一构成要素，是公共关系的主导因素，它决定了公共关系的状态、活动和发展方向(蔡炜等，2014：53）。在社会科学中，社会组织有广义和狭义之分。广义的社会组织是指动物进行共同活动的所有群体形式，包括氏族、部落、部族、家庭、秘密团体、政府、军队和学校等。狭义的社会组织是为了实现特定的目标而有意识地组合起来的社会群体，如人类的企业、政府、学校、医院、社会团体和一种新型的社会组织形式：个人媒体群等等（社会组织.via：http://baike.baidu.com/item/%E7%A4%BE%E4%BC%9A%E7%BB%84%E7%BB%87）。社会组织是人类社会分工的产物，是人们为了实现特定的目标而建立起来的。在原始社会的末期，由于战争频繁，出现了军队这种社会组织形式，又由于公共管理职能和阶级统治的需要，出现了国家这种组织形式，宗教组织也在这一时期建立起来。在中世纪，由于城市手工业的发展，一些城市出现了行会这种封建社会特有的经济组织。在从以自给自足的自然经济为基础的传统农业社会向以机器大工业为基础的现代社会转变过程中，一个重要的社会特征就是大量社会组织取代了传统的各种初级群体以及村社这种地缘单位。社会组织这种新的社会结构单位的特殊性在于，它既是由人所组成的“人群共同体”，又是人为了实现自己的某种目的的一种物质工具。关于社会组织的内涵，早期社会学家的观点与当代社会学家的看法有一定差异。在早期社会学家那里，社会组织常常被理解为社会本身或社会的一种结构状态。西方社会学的创始人孔德将社会组织定义为“普遍的社会同意”。英国社会学家斯宾塞在《社会学原理》一书中则把社会组织用来指社会的经济、政治和其他部门的相互关系。法国社会学家迪尔克姆在《论自杀》一书中把社会组织主要理解为通过道德和价值的一致而达到的社会整合和个人的调整。美国社会学家库利在《社会组织》一书中认为，社会组织不过是社会相互作用所需的共同活动和共同理解。帕森斯和霍曼斯则用社会体系一词代替社会组织一词。我国社会学界对社会组织的理解，一是从静态角度把社会组织理解为一种与初级群体不同的次级群体，即为实现某种特定目标而有意识建立起来的社会结构单位；另一种是从动态的角度把社会组织理解为将分散的社会成员聚合进来，并对他们的行动进行有效协调和管理的过程，也即社会的组织化过程（吴增基等，2014：140-141）。构成社会组织的基本要素有：(1)有一定数量的、较为固定的成员，组成彼此合作的集体；(2)有特定的社会目标，作为执行一定社会职能，开展组织活动的方向；(3)有一个明确的组织规则，以规范所有成员的行为，成为活动的依据；(4)有一个权威的领导体系，以进行组织的领导和管理；(5)有一定的物质设备，用作组织活动的场所和工具；(6)有一个适宜的外部环境。社会组织的种类很多，可以从不同角度划分。社会组织分为经济组织、政治组织、文化组织、群众组织和宗教组织等，也可以分为政党组织、政府组织、法律组织、军事组织和群众性组织
