定义

驾驭社会主义市场经济的能力是党的十六届四中全会提出的“党的五大执政能力”之一。2004年，十六届四中全会通过的《关于加强党的执政能力建设的决定》，深刻总结了55年来党的执政经验，全面分析了加强党的执政能力建设的重要性和紧迫性，按照推动社会主义物质文明、政治文明、精神文明协调发展的要求，不断提高驾驭社会主义市场经济的能力、发展社会主义民主政治的能力、建设社会主义先进文化的能力、构建社会主义和谐社会的能力、应对国际局势和处理国际事务的能力。《决定》强调指出：“提高党的执政能力，首先要提高党领导发展的能力”，必须“坚持把发展作为党执政兴国的第一要务，不断提高驾驭社会主义市场经济的能力”。驾驭社会主义市场经济能力的基本内涵和根本要求为要适应世界经济、科技发展趋势和我国改革发展的新形势，把握社会主义市场经济的内在要求和运行特点，自觉遵循客观规律，充分发挥社会主义制度的优越性和市场机制的作用，不断提高领导经济工作的水平（魏礼群，2004：39）。

1. Build up the Party’s governing capacity and improve its art of leadership and governance.
