定义

国家机关或公共服务部门在处理社会公共关系事务中所具备的为社会公众所认同和信任的影响能力。也是公民在社会生活中对社会组织体系、社会政策实施以及其他社会性活动的普遍认同感、信任度和满意程度，公民对社会组织及其政策的一种积极评价。“民无信不立”。 关键在于行政的诚信和公正。具体表现为相关部门在处理公务中妥善解决问题的能力和效果。影响因素有政府施政的合法性因素，政策与行为的公正性与公益性程度，公民的心理因素和利益需求，以及社会文化和社会环境影响。由硬实力和软实力两部分构成。前者包括行政执行能力、危机处理能力和政策制定能力；后者包括分析预测能力、公共关系能力和形象塑造能力。 中共十六届六中全会明确把增强政府公信力作为完善公共服务政策体系，提高公共服务质量的一个重要途径。为提升社会公信力：(1)执行政策要有前瞻性，处置危机要有高效性，制定政策要有可行性，分析预测要有准确性，公共关系要有亲和性，塑造形象要有长效性；(2)要通过内部管理与外部监管相结合的综合监督机制，即自律与他律，最终转化为国家机关和公民的自我监督；(3)加强行政道德建设，把外在的道德准则变为内在的道德意识，把社会的道德要求变为内在的道德信念，并把内化的道德信念和道德意志落实到政府行为上，有效发挥道德的社会管理功能（奚洁人，2007：197）。
