定义

建立在社会主义经济基础之上的精神文明。以马克思主义为指导，是社会主义的重要特征之一，也是社会主义制度优越性的重要表现之一（朱贻庭，2002：61）。在马克思、恩格斯和列宁的著作中，都有关于社会主义精神文明的思想，但都没有正式使用过社会主义精神文明这一概念。中共十一届三中全会后，第一次明确提出这一概念，并把它作为社会主义社会的一个基本特征和社会主义建设的一个重要目标。特别是1986年9月28日中共中央十二届六中全会通过的《关于社会主义精神文明建设指导方针的决议》，形成了系统的社会主义精神文明的基本理论，明确了它的主要内容、根本任务和重大作用（马国泉等，1992：441）。其根本任务为：适应社会主义现代化建设的需要，培育有理想、有道德、有文化、有纪律的社会主义公民，提高全民族的思想道德素质和科学文化素质。其建设大体上可以分为：（1）文化建设。指的是教育、科学、文学艺术、新闻出版、广播电视、卫生体育、图书馆、博物馆等各项文化事业的发展和人民群众知识水平的提高，以及健康、愉快、生动活泼、丰富多彩的群众性娱乐活动。在社会主义社会中，它既是建设物质文明的重要条件，也是提高人民群众思想觉悟和道德水平的重要条件。（2）思想建设。它的主要内容是工人阶级的、马克思主义的世界观和科学理论，共产主义的理想、信念和道德，同社会主义公有制相适应的主人翁思想和集体主义思想，同社会主义政治制度相适应的权利义务观念和组织纪律观念，为人民服务的献身精神，社会主义的爱国主义和国际主义等等。它决定着精神文明的社会主义性质。文化建设和思想建设互相渗透、互相促进。社会主义精神文明为物质文明的发展提供精神动力和智力支持，为它的正确发展方向提供有力的思想保证（朱贻庭，2002：61）。
