定义

党的纪律检查体制是指中国共产党纪律检查工作的领导体制，指各级纪委同上一级党委、同级党委之间的统属关系。党的纪律检查体制形成于改革开放初期，1978年党的十一届三中全会以后，在党对各方面工作进行拨乱反正的过程中，开始逐步恢复党的纪律检查机构。邓小平于1980年8月指出：要彻底解决一些干部搞特权和违法乱纪问题，“最重要的是要有专门的机构进行铁面无私的监督检查”。党的十二大通过的党章，对纪检机构的设置、职权、任务、领导体制等作出了具体的规定。规定党的中央纪律检查委员会在党的中央委员会领导下进行工作，党的地方各级纪律检查委员会在同级党的委员会和上级纪律检查委员会的双重领导下进行工作。此后，党的十三大、十四大、十五大、十六大虽然对党的纪律检查体制有一些调整，但基本上保持了这种体制的延续性。“这一体制最重要的内容包括规定党的纪律检查委员会由同级党的最高权力机关——代表大会选举产生，纪委向同级党的代表大会作报告，听取代表大会的审查，规定了纪委的领导体制，即中纪委在中央委员会领导下进行工作，地方各级纪委在同级党委会和上级纪委双重领导下进行工作，以及纪检机构的职能和任务等”（周云华，毛政相，2002：76）。新形势下，习近平总书记在十八届中央纪委五次全会上发表讲话时进一步强调：推进党风廉政建设和反腐败工作，必须深化党的纪律检查体制改革，加强制度创新，强化上级纪委对下级党委和纪委的监督，推动纪委双重领导体制落到实处（陈金龙，2015：1）。
