定义

传统安全威胁，是指国家面临的军事威胁及威胁国家安全的军事因素。军事威胁自国家出现就存在着，但将军事威胁称为传统安全威胁则与新的国家安全观的提出密切相关。1943年美国专栏作家李普曼首次提出“国家安全”（National Security），意指有关军事力量的威胁、使用和控制，几乎是“军事安全”的同义语。在此之后，以军事安全为核心的安全观被称为传统安全观，军事威胁被称为传统安全威胁。这一威胁形式产生的根源, 主要是威胁、被威胁双方在军事上的相对不对称性, 即双方的军事实力有可能均衡或反超（贾作林，2008：96）。按照威胁程度的大小，传统安全威胁可以划分为军备竞赛、军事威慑和战争三类，其中战争又可划分为世界大战、全面战争与局部战争，常规战争与核战争等。十八大报告指出：“我国面临的生存安全问题和发展安全问题、传统安全威胁和非传统安全威胁相互交织，要求国防和军队现代化建设有一个大的发展”（十八大报告）。国家安全是一个国家生存和发展的基础, 是国家综合国力的外在表现。在各种国家安全威胁形式中，非暴力手段是暴力手段的准备阶段和辅助形式。国家间较量的最终手段依然是军事。因而，国家暴力和军事安全始终是直接的、主要的和决定性的。应对传统的安全威胁，是军队根本的、传统的历史使命（李承，2007：17）。
