人类命运共同体主要是指国家间层面的具有平等性、共赢性、安全性和包容性的人类集体组织。党的十八大报告指出：“合作共赢，就是要倡导人类命运共同体意识，在追求本国利益时兼顾他国合理关切，在谋求本国发展中促进各国共同发展，建立更加平等均衡的新型全球发展伙伴关系，同舟共济，权责共担，增进人类共同利益”（胡锦涛在中国共产党第十八次全国代表大会上的报告.via：http://news.xinhuanet.com/18cpcnc/2012-11/17/c_113711665_12.htm）。2013年，习近平在莫斯科国际关系学院演讲时提到：“这个世界，各国相互联系、相互依存的程度空前加深，人类生活在同一个地球村里，生活在历史和现实交汇的同一个时空里，越来越成为你中有我、我中有你的命运共同体”（习近平，2014：272）。2015年9月，习近平总书记在纽约联合国总部出席第七十届联合国大会一般性辩论时发表重要讲话指出：“当今世界，各国相互依存、休戚与共。我们要继承和弘扬联合国宪章的宗旨和原则，构建以合作共赢为核心的新型国际关系，打造人类命运共同体”。打造人类命运共同体的主要内容是，要建立平等相待、互商互谅的伙伴关系，营造公道正义、共建共享的安全格局，谋求开放创新、包容互惠的发展前景，促进和而不同、兼收并蓄的文明交流，构筑尊崇自然、绿色发展的生态体系（习近平，2016：265）。和平与发展是当今世界的主题，但世界并不太平。战争的阴影、恐怖袭击的威胁、全球变暖的危害等世界性问题依然存在，人类命运共同体思想正是中国面对世界性问题所作出的“中国诊断”、所提出的“中国方案”（郭海龙等，2016：43）。推动人类命运共同体思想在现实世界的实现，需要坚持分步实现原则、平等互助原则、尊重差异原则、绿色发展原则和兼容并蓄原则（郭海龙等，2016：44-46）。
