熊彼特是美籍奥地利经济学家，当代西方经济学主要代表人物。曾任奥地利财政部长，先后在奥地利、德国一些大学任教，1932年移居美国，在哈佛大学任教授。《经济发展理论》、《经济周期》、《资本主义、社会主义和民主》、《经济分析史》等是熊彼特的主要代表作品。他的经济理论渊源于当代西方庸俗经济学各主要流派。熊彼特“承认资本主义将为社会主义所代替，认为随着资本主义的发展，企业均为管理的机构和委员会主持，使企业家成为多余，与资本主义有密切联系的其他经济团体也遭到破坏，因而资本主义像破坏封建主义一样破坏了自己的体制”（金炳华，2003：502）。他以“创新理论”解释资本主义的本质特征，解释资本主义发生、发展和趋于灭亡的结局，从而闻名于资产阶级经济学界。所谓“创新”，就是“建立一种新的生产函数”，即实现生产要素和生产条件的“一种新组合”，包括提供新产品，采用新生产方法，开辟新市场，控制原材料的新供应来源，采取新的经营管理方法等。企业家的职能就是实现“创新”，引进“新组合”。“经济发展”就是整个社会不断地实现这种“新组合”。他以这种“创新理论”为依据，解释经济周期，攻击马克思的历史唯物主义和劳动价值论、剩余价值论。声称由于“创新”，经济不断增长，随着企业规模的扩大，现代化大企业要由中央当局集中管理，企业家阶级将消失，资本主义也就“和平地”进入社会主义。吹嘘垄断资本家是“社会主义”的真正“开路人”。他所说的“社会主义”，实际上是国家垄断资本主义。
