指特定的社会组织根据本社会的实际状况和人们的道德诉求，在全体成员的高度认同和直接参与下，以思想观念改造和制度建设等形式，通过道德文化传承、道德舆论营造，道德教化和个体道德修养等系统方法，对现实社会的道德状况进行改善与提高的一种具有强烈的社会性和创造性的人类实践活动（杜灵来，2008：34）。“道德建设”这个概念是1986年《中共中央关于社会主义精神文明建设指导方针的决议》中第一次明确提出的。道德建设这一概念的广泛使用是十二届六中全会以后的事情。道德建设的实施与狭义的道德教育有着两个明显的区别:一是道德建设目标的实现和具体内容的落实，在很大程度上是通过公共权力来推行的，具有一定的强制性和制度刚性，而对特定教育对象的道德教育则主要是通过说服、感化等手段，强制的方法一般是缺乏效果和不被提倡的。二是在道德建设的实施过程中，自始至终都要有很强的组织性和计划性，不但要兼顾不同的阶层和人群，甚至还要考虑不同地域间的差异。道德教育所面对的对象是特定的受教育者，实施中所要考虑的是这些受教育者的实际情况，从而针对性地采取必要的方法和措施，实施起来更加生动灵活（赵清文，2005：27-28）。
