定义

普遍规律，亦称“一般规律”，指的是各种事物发展普遍具有的规律，是相对于特殊规律而言的。特殊规律就是某些事物所特有的规律。唯物辩证法揭示的三大基本规律即对立统一规律、质量互变规律、否定之否定规律，就是客观事物发展共有的规律。恩格斯认为，“辩证法不过是关于自然、人类社会和思维的运动和发展的普遍规律的科学”（马克思等，1995：484）。“辩证法被看作关于一切运动的各个最普遍的规律的科学。这就是说，辩证法的规律无论是对自然界中和人类历史中的运动，或者对思维的运动，都必定是同样适用的”（马克思等，1995：365）。普遍规律存在于特殊规律之中，并通过特殊规律表现出来。普遍规律不能脱离特殊规律而单独存在，特殊规律也不能脱离普遍规律而单独存在。因此，要通过认识特殊规律去掌握普遍规律；用普遍规律作指导，更好地认识特殊规律。由于事物范围极其广泛，因此二者的区分是相对的。某个范围内的普遍规律在另一个范围内却变成特殊规律，相反，某个范围内的特殊规律在另一个范围内会变为普遍规律。比如，生产关系一定要适应生产力性质的规律，对人类社会（无论东方还是西方，封建社会、资本主义社会还是社会主义社会）来说是一般规律，但在整个客观世界范围内，只是人类社会所特有的特殊规律（金炳华，2001：1775）。
