在新的周边外交形势下，中国政府提出的周边外交新理念。2013年10月，在周边外交工作座谈会上，习近平总书记对“亲诚惠容”作了具体阐述。亲，讲的是“要坚持睦邻友好，守望相助；讲平等、重感情；常见面，多走动；多做得人心、暖人心的事，使周边国家对我们更友善、更亲近、更认同、更支持，增强亲和力、感召力、影响力”。诚，强调“要诚心诚意对待周边国家，争取更多朋友和伙伴”。惠，在于“要本着互惠互利的原则同周边国家开展合作，编织更加紧密的共同利益网络，把双方利益融合提升到更高水平，让周边国家得益于我国发展，使我国也从周边国家共同发展中获得裨益和助力”。容，则是“要倡导包容的思想，强调亚太之大容得下大家共同发展，以更加开放的胸襟和更加积极的态度促进地区合作”（习近平，2016年5月5日：第一版）。在2014年的亚信峰会上，习近平讲“中国坚持与邻为善、以邻为伴，坚持睦邻、安邻、富邻，践行亲、诚、惠、容理念，努力使自身发展更好惠及亚洲国家”。在2015年巴基斯坦议会演讲时，他说：“（中国将）坚持按照亲诚惠容的理念，深化同周边国家的互利合作，努力使自身发展更好惠及周边国家，永远做发展中国家的可靠朋友和真诚伙伴”。“一带一路”建设、亚洲基础设施投资银行的设立等都秉承了“亲诚惠容”的理念，有利于中国继续走和平发展道路，推动各国构建一个互惠互利的利益、命运和责任共同体，建立持久和平、共同繁荣的和谐世界。
