健康稳定的大国关系框架是新时期我国对外的一项重要政策。健康稳定的大国关系框架以相互尊重、互利共赢的合作伙伴关系为核心特征。2012年5月3日，在北京召开的中美战略与经济对话期间，双方将构建中美“新型大国关系”作为主题，这一概念被高调推出。中美双方为此都作出努力。2012年11月，未来中美关系的走向成为国际主流媒体关注的焦点，新型大国关系更成为各界关注的热点。党的十八大报告指出：“中国坚持在和平共处五项原则基础上全面发展同各国的友好合作。我们将改善和发展同发达国家关系，拓宽合作领域，妥善处理分歧，推动建立长期稳定健康发展的新型大国关系”（胡锦涛，2012：1）。2014年，习近平在对外访问时提出，运筹好大国关系，构建健康稳定的大国关系框架，就能在国际格局复杂演变、国际秩序深度调整中牵住“牛鼻子”，为世界和平发展提供“压舱石”“助推器”。建立长期稳定健康的新型大国关系框架，成为新时期中国外交的重中之重。
