定义

“又好又快”发展是2006年11月30日中共中央政治局会议首次提出。这次会议的主题是研究2007年经济工作。会议强调：“继续加强和改善宏观调控，着力推进改革开放和自主创新，着力调整经济结构和转变经济增长方式，着力加强资源节约和环境保护，着力促进社会发展和解决民生问题，推动经济社会发展切实转入科学发展的轨道，努力实现国民经济又好又快发展”。随后在12月5日召开的中央经济工作会议上对“又好又快”进行了系统阐述。在2007年10月，十七大报告明确提出：“增强发展协调性，努力实现经济社会又好又快发展。”从“又快又好”到“又好又快”，“好”与“快”位置的变化，明白无误地传递着一种信息，必须将“好”，即质量与效益，放在发展的首位，“快”必须在“好”的前提下进行，服从于“好”。这是发展理念的深刻变化，它向人们表明：以此为基础，我们将构筑新的发展导航系统，真正走出一条科学发展观统领下的中国特色社会主义发展道路。“又好又快”发展是“中华人民共和国历史上发展观深刻演变的历史产物，是科学发展观在新的历史阶段对于转变经济社会发展方式的集中要求。又好又快发展在建设中国特色社会主义的伟大进程中不仅有迫切的必要性更有现实的可能性。”（张海山，2011：38）。
