定义

社会秩序，也称“公共秩序”、“社会公共秩序”，广义上是指人类社会共同体在运动、变化、发展的过程中，其内部各要素以及关系方面相对平衡、和谐、稳定，社会整个活动都处在明确的规律的运行状态之下。狭义上是指国家运用一定的方式方法把人们进行的社会活动纳入有规则的状态中。通常我们所说的社会秩序是指从广义上来认识的，具体包含了两方面：一方面是指“社会的结构秩序”（金炳华，2003：297），最主要最基本的是生产力和生产关系、上层建筑和经济基础的协调发展，并且包括建立在其基础之上的阶级结构、人口结构、家庭结构、国民经济各部门、物质文明和精神文明、政治与经济的相对协调平衡。另一方面是指“社会的行为秩序”（金炳华，2003：297），为了保证正常的社会生活和工作人们所遵守、维护的各种社会规范。在中国古代，人们提出的“治”，就表示社会的有序状态和社会秩序的维护与巩固，而“乱”就表示社会秩序的破坏和社会的无序状态。社会秩序就其本身来说是社会本身的一种属性，当生产关系适应生产力的发展，这样的生产方式的性质和特点决定着社会秩序的性质和特点。马克思认为“规则和秩序，正好是一种生产方式的社会固定形式，因而是它相对地摆脱了单纯偶然性和单纯任意性的形式”（马克思，转引自孙国华，1997：369）。不同的历史时期以及不同的社会制度使得社会秩序具有不同的内容和形式。阶级社会本质是维护统治阶级的统治。我国是人民民主专政的社会主义国家，人民当家作主，我国的社会秩序主要是为了维护最广大人民的根本利益。
