定义

全面小康，即全面建成小康社会，在“四个全面”战略布局中居于引领地位。党的十八大提出到2020年全面建成小康社会的奋斗目标，并提出了新的要求，即经济持续健康发展、人民民主不断扩大、文化软实力显著增强、人民生活水平全面提高和资源节约型、环境友好型社会建设取得重大进展（胡锦涛在中国共产党第十八次全国代表大会上的报告.via： http://cpc.people.com.cn/n/2012/1118/c64094-19612151-1.html ）。全面建成小康社会，核心是“全面”更重要、更难做到的也是“全面”。“小康”讲的是发展水平，“全面”讲的是发展的平衡性、协调性、可持续性（习近平，2016：59）。“全面”体现在三个方面：第一，全面小康，覆盖的领域要全面，是五位一体全面进步的小康（习近平，2016：59）。党的十八大报告提出的五方面的新要求之间是相互联系、相互促进、不可分割的。要坚持以经济建设为中心，全面推进经济建设、政治建设、文化建设、社会建设、生态文明建设协调发展，实现经济发展和社会全面进步。第二，全面小康，覆盖的人口要全面，是惠及全体人民的小康（习近平，2016：59）。胡锦涛同志提出科学发展观要坚持以人为本，尊重人民主体地位，发挥人民首创精神，保障人民各项权益，做到发展为了人民、发展依靠人民、发展成果由人民共享。习近平总书记指出：“没有全民小康，就没有全面小康”。第三，全面小康，覆盖的区域要全面，是城乡区域共同发展的小康（习近平，2016：60）。党的十八届五中全会提出，要促进城乡区域协调发展，促进经济社会协调发展，促进新型工业化、信息化、城镇化、农业现代化同步发展。习近平总书记也强调：“没有农村的全面小康和欠发达地区的全面小康，就没有全国的全面小康”。实现全面建成小康社会奋斗目标，既具有充分条件，也面临艰巨任务，“要通过着力转方式解决发展质量和效益问题，通过着力补短板解决发展不平衡问题”（习近平，2016：65）。
