定义

社会控制是指人们依据社会力量对社会生活施加影响和约束，以协调个人和社会、社会各部门之间的关系，保持社会相对稳定和和谐发展的手段和过程。美国罗斯在《社会控制》一书中首次使用这个概念。罗斯认为，社会控制是社会的一种统治手段，它规定了社会的生活方式，维护着社会秩序。后来社会心理学家G·米德将此概念运用到社会心理学领域，认为社会控制是以个人接受社会中其他人的态度与地位为前提，支配着个人的行为和人与人之间的相互作用（时蓉华，1988：77）。社会控制广义上是“指使人们接受社会价值、原则或规范的全部过程，包括使人们社会化的所有措施”（朱景文，1994：171）。狭义上的社会控制只与人们的异常行为相联系，指人们确定异常行为并对它作出反应的过程和措施（孙国华，1997：364）。历史上的社会控制主要有两种形式：政治统治和社会约束。政治统治是统治阶级为了维持阶级的利益而采取的，以政权的形式出现的，压迫被统治阶级的控制方式。通过这种控制，统治阶级企图将阶级矛盾和阶级冲突限制在能够允许的范围和程度内，使社会保持一定的秩序。社会约束则通过法制和契约来控制人们的行为，并把他们限制在一定的范围内。在阶级社会中，政治统治和社会约束可以是同时并存的，它们在不同的社会领域中发挥作用。在现代社会中，社会约束成为主要的社会控制方式。由强制性统治向社会约束过渡是社会的进步。政治统治和社会约束虽然在内容和形式上有许多不同，但它们之间又有一些共同点，即它们都是利用社会力量去约束个人或社会集团的行为，使其附就和遵从既定的社会行为规范，以协调社会或群体内部的人与人的关系，维持其秩序（林崇德，何本方，1994：587）。社会控制按其性质、方法、来源等，可以划分为：直接控制和间接控制、正式的制度化的控制和非正式的非制度化的控制、积极控制和消极控制、个人控制和团体控制。社会控制的内容包括：根本对立的社会集团之间的控制，即统治阶级对被统治阶级的统治；社会对各类社会组织的领导、管理；社会对社会成员行为的指导、约束、制裁等；社会成员之间的相互影响和相互制约；社会成员的自我控制。通过社会控制，可以有效地鼓励和提倡社会成员遵守社会行为规范，维护社会秩序，调整社会人际关系，限制和制止反社会行为的发生（陈国强，1990：289）。
