对外开放（opening up to the outside world, opening up）是中国特有的一个专属名词。它指的是相对于之前的进口替代政策所采取的一种截然相反的积极融入世界经济体系的贸易发展战略。纵观二战后发展中国家的经济发展政策，大都经历了由进口替代到参与国际分工的一个过程，然而只有中国将自己的贸易转型政策称之为“对外开放”。（孙永强，2014：4）总的说来，对外开放:一方面是指国家积极主动地扩大对外经济交往；另一方面是指放宽政策，放开或者取消各种限制，不再采取封锁国内市场和国内投资场所的保护政策，发展开放型经济。
　对外开放是中国一项基本国策。它的基本内容是：大力发展对外贸易，特别是发展出口贸易；积极引进国外先进技术设备，特别是有助于企业技术改造的适用的先进技术；积极合理有效地利用外资，特别是更加积极地吸引外商直接投资，兴办中外合资、中外合作与外商独资企业；积极开展对外承包工程与劳务合作；发展对外经济技术援助与多种形式的互利合作；设经济特区和开放沿海城市，以带动内地开放。它的基本原则为实行对外开放，一个关键是要正确地对待资本主义社会创造的现代文明成果。邓小平明确表示：“我们要有计划、有原则地引进技术和其他对我们有益的东西，但是我们决不学习和引进资本主义制度，决不学习和引进各种丑恶颓废的东西。对外开放必须坚持社会主义原则，坚持党的领导，坚持社会主义道路，反对资产阶级自由化，反对走资本主义道路。既不能因噎废食，对国外的东西一概加以拒斥，从而放慢对外开放的步伐，也不能对国外的东西不加批判地全盘接受，甚至以各种形式主张全盘西化。”我国实行对外开放，发展对外经济关系始终要坚持的原则是独立自主、自力更生。（对外开放.via: http://baike.baidu.com/link?url=soc-dUd7pkOpddjLRBiy1NHzqDJ2uBWkXNsChhTgD1ZyisF27giZ77qOVeyNvsi4MO7cXu4UpCFqsRF7NwRgPa8CRTewcXV1wJ_4LNcWV6wOVH7Gu3J-ec7t7HMQdP4Z）
