G20杭州峰会上，“绿色金融”议题首次被写入会议公报中，引发全球关注。经国务院同意，2016年8月31日，中国人民银行、财政部等七部委联合印发了《关于构建绿色金融体系的指导意见》。随着《指导意见》的出台，中国将成为全球首个建立了比较完整的绿色金融政策体系的经济体。《指导意见》强调，构建绿色金融体系的主要目的是动员和激励更多社会资本投入到绿色产业，同时更有效地抑制污染性投资。构建绿色金融体系，不仅有助于加快我国经济向绿色化转型，也有利于促进环保、新能源、节能等领域的技术进步，加快培育新的经济增长点，提升经济增长潜力。（via:
