定义

综合国力，广义指一个主权国家生存与发展的全部实力(物质力和精神力)以及影响力的合力，包括政治力、经济力、人力、国防力等方面。狭义指国家的经济实力，亦即国家所能支配的剩余产品量，它是广义综合国力的主要内容（卢鸿德等，1993：554）。综合国力是一个国家基于自然环境、人口、资源、经济、科技、教育、政治、经济、军事、外交、影响所具有的综合实力的统称。综合国力也常被称为国家实力，是一个国家可用于实现国家利益的有形和无形的国力资源总和。综合国力发展的高低是衡量一个国家强弱的尺度，反映了一个国家在国际社会中的地位和作用。美国官方将综合国力归纳为政治、经济、军事、心理四大要素。日本学者从其战略需要出发，把综合国力分为国际贡献能力、国民生存能力、对外强制能力三个方面（李海源等，1994：630）。亨利·克莱因创立了一种著名的综合国力的评估模式，即Pp=（C+E+M）×（S+W），表示的是：综合国力=（领土、资源、人口等自然基本力量要素+经济力量+军事力量）×（战略+意志)（黄日涵等，2013：242）。但在具体国际事务中，综合国力弱的国家可能比综合实力强的国家有更大的解决问题能力。我们经常能看到弱国打败强国和小国牵制大国的现象。这是因为综合实力是由不同实力要素构成的，而在解决具体问题时，往往是某一实力要素起决定性作用。综合国力的实力要素有政治实力、军事实力、经济实力和文化实力四类。政治实力是操作性实力，而军事实力、经济实力和文化实力则是资源性实力。操作性实力是对资源性实力的应用能力。一国的资源性实力为零的情况是不会发生的，但一国政治实力为零的情况在国际政治中是常常发生的。一个国家的灭亡往往是政权的消失，而其人口、土地、经济生活和文化仍然是存在的（阎学通等，2013：113-114）。综合国力是国家整体物质力量与精神力量的统一，是经济力量与军事力最的统一，具有系统性和整体性的特点。其中，科学技术是核心，经济力量是基础，军事力量是前两者的体现和保证（中共天津市委规划建设工委，2004：325）。
