党的十八大报告明确提出，推进生态文明建设，要坚持节约优先、保护优先、自然恢复为主的方针。这一方针充分体现了生态文明建设规律的内在要求，准确反映了我国生态文明建设面临突出矛盾和问题的客观现实，明确指出了推进生态文明建设的着力方向，是我们建设生态文明的重要指导方针。
节约优先，就是在资源上把节约放在首位，着力推进资源节约集约利用，提高资源利用率和生产率，降低单位产出资源消耗，杜绝资源浪费；保护优先，就是在环境上把保护放在首位，加大环境保护力度，坚持预防为主、综合治理，以解决损害群众健康突出环境问题为重点，强化水、大气、土壤等污染防治，减少污染物排放，防范环境风险，明显改善环境质量；自然恢复为主，就是在生态上由人工建设为主转向自然恢复为主，加大生态保护和修复力度，保护和建设的重点由事后治理向事前保护转变、由人工建设为主向自然恢复为主转变，从源头上扭转生态恶化趋势。要实施重大生态修复工程，增加生态产品生产能力，巩固和扩大天然林保护、退耕还林还草、退牧还草等成果，推进荒漠化、石漠化、水土流失综合治理，保护好林草植被和河湖、湿地，对天然林地、天然草场、天然湿地实行严格的生态保护，扩大森林、湖泊、湿地面积，保护生物多样性。对重点生态破坏地区实行顺应自然规律的封育、围栏、退耕还草还林还水等措施，生态恢复以自然恢复为主、减少人工干预。
