定义

文化软实力指在社会文化领域中具有强大的精神感召力、浓厚的思想凝聚力、强烈的市场吸引力与较强的心理驱动力的文化资源。文化，是社会的产物，社会经济实力是文化发展与传播的根基。改革开放以来，我国经济高速发展，综合国力迅速提升。在国际舞台上，中国也有了相应的话语权，中国文化越来越受到世界的普遍关注。进入2l世纪，文化成为世界各国综合国力竞争的一个主要领域。“国家不仅仅足一个权力体和经济体，同时也是一个文化体，而文化这种国家软实力是大国竞争最主要的武器”（艺衡，2009：2）。在国际范围内，越来越多的国家把文化软实力建设作为重要发展战略，文化已经成为国家核心竞争力的重要因素。在现代社会化的大生产中，除了物质生产力，文化也日益成为直接的生产力，成为世界经济发展的新增长点，从战略层而看，文化产业还直接影响着国家文化水平，更是国家软实力的重要支撑。因为一国的文化影响力，取决于该国是否拥有先进的传播手段、强大的传播能力和打动人心的传播内容（金宜鸿，2014：145）。软实力是文化和意识形态吸引力体现出来的力量，是世界各国制定文化战略和国家战略的一个重要参照系。表面上文化确乎很“软”，但却是一种不可忽略的伟力。任何一个国家在提升本国政治、经济、军事等硬实力的同时，提升本国文化软实力也是更为特殊和重要的。提高国家文化软实力，这不仅是我国文化建设的一个战略重点，也是我国建设和谐世界战略思想的重要组成部分，更是实现中华民族伟大复兴的重要前提（文化软实力.via：https://baike.baidu.com/item/%E6%96%87%E5%8C%96%E8%BD%AF%E5%AE%9E%E5%8A%9B/9347917?fr=aladdin）。
