十八大报告提出，建设中国特色社会主义，总任务是实现社会主义现代化和中华民族伟大复兴。党的十八报告指出：“在中国特色社会主义道路上实现中华民族伟大复兴，寄托着无数仁人志士、革命先烈的理想和夙愿。”现代化和民族复兴是近代以来中华民族的最大梦想，更是历史和时代赋予中国共产党的庄严使命。对于中国而言，实现现代化和民族复兴的目标是相统一的，实现现代化之日即是中华民族复兴之时。新中国成立之初，以毛泽东为核心的党的第一代中央领导集体就把现代化的问题提上日程，1956年9月，党的八大将四个现代化的任务正式写进了党章。党的十一届三中全会以后，以邓小平为核心的党的第二代中央领导集体领导党和国家实现工作中心转移，作出实行改革开放决策，成功找到一条建设中国特色社会主义的正确道路，赋予中华民族复兴伟业以新的生机和强大活力。中华民族开始了沿着中国特色社会主义道路，向现代化和伟大复兴挺进的历史征程。到20世纪结束的时候，中国实现了现代化阶段性目标，人民生活总体上达到小康水平，在中华民族复兴的道路上树起了一座里程碑（姜淑萍，2013：27-28）。总体上看，建设中国特色社会主义的总任务的提出，是本世纪前半叶从全面建成小康社会走向现代化更宏伟目标的总动员令和行动纲领，必将产生极大的感召力和凝聚力，极大地振奋和鼓舞人心，调动和凝聚起全党和全国人民的智慧和力量，沿着中国特色社会主义道路奋勇前进，为实现中华民族的伟大梦想共同奋斗。
