亦译“领导权”、“霸权”。意大利葛兰西用语。指社会统治集团对全社会的意识形态和文化的操纵控制。在《狱中书信》、《狱中札记》中提出。葛兰西认为发达资本主义国家的政权统治，不仅需要依靠暴力实行强制，而且需要赢得被统治者的认同和顺从，使一种意识形态成为整个社会成员的共同信仰。其特征是强制加主导权。政治上的强制权只有与意识形态上的主导权互相结合、互相补充，才能构成广义上的国家。当统治阶级在思想上掌握群众的能力削弱时，国家就会进入危机状态。主导权是国家政权结构中的一个重要因素，工人阶级要夺取政权，必须先夺取意识形态和文化的主导权;在赢得政权后，为保持政权，亦需对群众开展文化教育和精神道德方面的改革，在信仰体系、价值观念和社会习俗中实施新的原则，继续成为全民族的思想、道德、文化诸方面的领导者。知识分子具有对全社会进行精神上和道德上的指导、组织和教育的功能，是代表社会统治集团实施主导权的社会力量。工会、学校、教会、报刊、家庭等社会机构、文化设施和宣传媒介，是控制社会的思想和生活的阵地。该概念剖析了资本主义国家的统治结构，强调工人阶级及其政党必须在文化教育、宣传媒介、宗教、家庭等领域同资产阶级进行争夺，树立无产阶级世界观和社会主义文化的优势。 （金炳华，2003：958）。
