定义

技术转移亦称“技术转让”。技术成果在不同国家、地区、部门、行业、企业的转移和扩散、推广和移植等活动的过程。作为国家和地区对“发达国家”进行技术追赶和科技创新能力提升的重要途径之一，技术转移亦是指知识以某种形式由技术所有者向使用者转移的过程（张玉臣，2009：82）。从技术转移的形式上可分为两种。（1）研究新产品的技术转移。包括向复合产品转移（系列化），即为了创造出具有某一新功能的新产品，如综合铁路技术的新干线，数控机床等。还包括向新市场的技术转移，即高水平的技术向新发展的社会领域——新市场转移，如使用电子计算机的教学仪器，利用空间技术探测地球表面等。（2）向低水平领域的技术转移。包括向低生产率部门的技术转移，即在现有的技术领域内，向生产水平低的部门转移高级技术的途径，如电子计算机在其中的应用。还包括向国外的技术转移，即技术拥有国将该项技术向其他国家出口转移，经济发达国家间的技术转让，发展中国家向其他国家引进先进技术等。这一类技术转移实际上是技术作为商品从高水平的空间向低水平的空间流动，其实质是一个市场问题。技术转移的关键在于低水平空间对于技术的需求和高水平空间的技术市场开发能力等两个因素，而中间环节的疏导功能又时常成为实现技术转移的关键所在。从技术转移的内容上可分为两种：（1）转移有工业产权的技术，如专利、商标等，这类技术受国家的工业产权法保护；（2）转移无工业产权的技术，主要指专有技术，如图纸设计方案等，这类技术由双方订立合同，也受国家法律保护。现代技术转移活动出现许多新的特点：（1）从“单向”转移发展为“双向”转移。从一个国家向另一个国家的技术转移，称为“单向”转移，两个国家之间各取所长，相互转移对方的先进技术，称为“双向”转移。后者日益增多。（2）从慢速转移发展为快速转移。现在有的国家采用购买“实验室技术”的做法，快速引进有关技术，抢先投产，争夺技术优势。（3）从个人之间传授技艺的方式发展成为有组织、有计划地转移技术。世界各国都制定了技术转移政策和专利法等，来保护和促进技术转移。（4）从战术决策发展为战略决策。现在许多国家都把技术转移问题提高到战略高度来进行研究和采取对策。面对信息技术、生物技术、宇航技术、材料技术等新兴技术的发展，中国采取的方针为“有限目标，突出重点”，尽可能利用新兴技术成果来为现代化建设服务（金炳华，冯契，2001：608）。要加大政策扶持力度，促进技术中介机构的社会化和产业化。积极创新技术市场发展思路，提高市场活跃程度。统筹各子系统的发展，促进技术转移体系协同发展（汪良兵等，2014：7）。技术转移可以加速技术履行，发展工农业生产，大大增强国民经济的活力。
