定义

垄断组织销售其商品或收购生产资料时，凭借经济上的垄断地位规定的一种旨在保证最大限度利润的市场价格，包括垄断高价和垄断低价。垄断高价是垄断组织销售商品时规定的高于生产价格或价值的价格，它等于生产成本加垄断利润。垄断低价是垄断组织收购非垄断企业和小生产者的原料、零配件等生产资料时规定的低于生产价格或价值的价格。二者都是以垄断组织经济上的垄断地位为基础的。垄断价格是垄断组织攫取垄断利润的手段，是帝国主义时期的一种主要价格形态(卢之超，1993: 466)。
在商品经济条件下，垄断组织并不能随心所欲无限提高或压低商品的价格，它还要受到客观经济规律的制约：(1)在规定销售价格时，必须考虑价格和需求之间的关系，价格高，需求量就会减少;价格低，需求量就会增加。一般地说，垄断组织要把价格和需求量统一起来考虑，以保证获得最大利润量为原则。(2) 竞争因素也会影响垄断价格。垄断组织之间的竞争，垄断企业和非垄断企业之间的竞争，替代品生产者的竞争，国外商品的竞争等，都会在一定程度上对垄断价格起制约作用。(3) 随着国家垄断资本主义的发展，资产阶级国家对价格的干预和监督，也会对垄断价格起制约作用（何盛明，1990:120）。
垄断组织依靠垄断地位规定垄断价格，但并非不受限制。这是因为垄断并不能消除竞争。无论是垄断组织之间的竞争、垄断企业与非垄断企业的竞争，还是代用品生产者的竞争或外国商品的竞争，都会在一定程度上制约垄断价格。垄断价格的形成并不违背价值规律，因为它不能增加或减少商品的价值。从全社会看，商品的价格总额和其价值总额是一致的。垄断价格只不过使价值和剩余价值进行有利于垄断资本的再分配的杠杆。垄断资本通过垄断价格多得的利润，除相当部分来自垄断企业工人创造的超额剩余价值外，其余部分是由本国工人、小生产者、非垄断资本家以及经济落后国家购买垄断组织的商品或向其出卖商品时损失的价值转移来的。
垄断价格是造成及加深帝国主义寄生性和腐朽性的一个重要因素。因为既然可以规定垄断价格，自由竞争时期推动技术进步的动因就在相当程度上消失了， 甚至还会人为地阻碍技术进步，从而出现生产和技术的停滞趋势。同时，垄断价格加重了对本国工人及其他劳动者的剥削，损害了非垄断资本家的利益，加深了商品销售的困难和经济危机，加重了对殖民地及经济落后国家的掠夺，这就必然使帝国主义固有的各种矛盾趋于激化(卢之超，1993:466)。
