定义

结构性改革，简单来说，就是针对结构性问题而推进的改革。结构性改革包含了两层含义：首先，要明确改革思路，针对深化改革所涉及到的诸多领域，作出合理分析，进行主次有序的结构性安排，确保改革平稳有序推进；其次，当前我国经济社会发展中面临很多矛盾交织叠加形成的结构性问题，要解决这些问题，需要有针对性地进行结构性改革（林火灿，2015：1）。中国目前的结构性问题主要体现在以下六个方面：第一，产业结构不合理，低附加值产业、高消耗、高污染、高排放产业的比重偏高，而高附加值产业、绿色低碳产业、具有国际竞争力产业的比重偏低；第二，区域结构方面，人口的区域分布不合理，区域发展不平衡、不协调、不公平；第三，要素投入结构不合理，经济发展过度依赖劳动力、土地、资源等一般性生产要素投入，人才、技术、知识、信息等高级要素投入比重偏低；第四，排放结构中废水、废气、废渣、二氧化碳等排放比重偏高；第五，经济增长动力结构不合理，经济增长过度依赖投资来拉动；第六，收入分配结构方面，我国城乡收入差距、行业收入差距、居民贫富差距都比较大，财富过多地集中在少数地区、少数行业和少数人中等六个方面的问题。这六个方面的结构性问题既相对独立、又相互叠加，需要通过结构性改革去有针对性地解决（林火灿，2015：1）。
