定义

乡规民约，也称“乡约”、“村民公约”、“文明公约”、“村规民约”，是中国基层社会组织农村基层乡村的群众自治性规范，是中国农村乡间村民制定的行为规则，是广大农民进行自我教育、自我管理的一种形式（向洪，1992：204）。内容比较广泛，包括了农民职业道德、农村社会公德、农民家庭道德、婚姻关系、邻里关系等内容，如反对买卖婚姻、重男轻女、不实行计划生育、不赡养父母、聚众赌博、大操大办红白喜事、大搞封建迷信活动等。历史上好多乡规民约都是为了维护剥削阶级的统治地位服务的，不过也反映了劳动人民的共同利益和传统社会美德。《中华人民共和国宪法》第二十四条规定：“国家通过普及理想教育、道德教育、文化教育、纪律和法制教育，通过在城乡不同范围的群众中制定和执行各种守则、公约，加强社会主义精神文明的建设”。在中华人民共和国成立以来，人民群众形成了很多良好的乡规民约，包括了家庭和睦、尊老爱幼、勤俭持家，邻里互助、扶贫助弱、拾金不昧。这种乡规民约是一种道德规范，民众应该自觉执行，而村民委员会起的是监督执行的作用。对于执行者大加提倡，对于违约者主要是通过舆论谴责和批评教育，或者会给予适当经济处罚。同时，乡规民约的内容是要合情合理，是不能和现行法律、政策相抵触的。建国后乡规民约对于农村社会秩序的稳定也起到了重要作用，有利于树立社会的新风尚，增强主人翁社会责任感，缓解社会矛盾，减少犯罪因素（乡规民约.via：http://gongjushu.cnki.net/refbook/BasicSearch.aspx）。
