定义

三峡工程，又称三峡水电站，即长江三峡水利枢纽工程。三峡工程位于湖北宜昌夷陵区三斗坪镇，1994年12月14日正式开工，2006年5月20日全面竣工，投产日期为2012年7月4日。它的装机容量为2240万千瓦，最大下泄流量为10万立方米/秒，总库容为393亿立方米，输电线路达9194公里，直流换流为1800万千瓦，交流变电为2275万，静态投资 1352.66亿元人民币，动态投资 2485.37亿元人民币，供电范围包括了江苏、广东、上海等10省市。三峡水电站1992年获得中国全国人民代表大会批准建设，1994年正式动工兴建，2003年6月1日下午开始蓄水发电，于2009年全部完工。三峡水电站大坝高程185米，蓄水高程175米，水库长2335米，静态投资1352.66亿元人民币，安装32台单机容量为70万千瓦的水电机组。三峡水电站是世界上规模最大的水电站，也是中国有史以来建设最大型的工程项目。而由它所引发的移民搬迁、环境等诸多问题，使它从开始筹建的那一刻起，便始终与巨大的争议相伴。“从经济价值的角度解释三峡工程对生态环境与生态系统的影响：即有利的影响主要是节能减排与防洪抗旱带来的经济效益，不利的影响主要是泥沙淤积、水污染和地质灾害”（王树文等，2015：106）。三峡工程主要功能为防洪、发电和航运，其中防洪被认为是三峡工程最核心的效益。对于防洪来说，历史上，长江上游河段及其多条支流频繁发生洪水，每次特大洪水时，宜昌以下的长江荆州河段（荆江）都要采取分洪措施，淹没乡村和农田，以保障武汉的安全。“在三峡工程建成后，其巨大库容所提供的调蓄能力将能使下游荆江地区抵御百年一遇的特大洪水，也有助于洞庭湖的治理和荆江堤防的全面修补”（三峡水电站.via: http://baike.baidu.com/view/51765.htm?fromtitle=%E4%B8%89%E5%B3%A1%E5%B7%A5%E7%A8%8B&fromid=962655&type=syn）。对于发电来说，“截至2012年底，三峡电站历年累计发电量达到6291.4亿千瓦时，相当于减排二氧化碳4.96亿吨，减排二氧化硫595万吨，为节能减排做出了积极贡献”（三峡水电站.via: http://baike.baidu.com/view/51765.htm?fromtitle=%E4%B8%89%E5%B3%A1%E5%B7%A5%E7%A8%8B&fromid=962655&type=syn）。对于航运来说，“2003年三峡船闸通航以来，累计过坝货运量突破3亿吨，超过蓄水前22年的货运量总和”（三峡水电站.via: http://baike.baidu.com/view/51765.htm?fromtitle=%E4%B8%89%E5%B3%A1%E5%B7%A5%E7%A8%8B&fromid=962655&type=syn）。
