定义

文化市场是指进行社会精神文化产品交换的场所。一般说来，人类的精神产品有两种具体存在形式：一是生产的结果是商品，是使用价值，它们具有离开生产者和消费者而独立的形式，因而能够在生产和消费之间的一段时间内存在，并且能在这段时间内作为可以出卖的商品而流通，比如书、画以及一切脱离艺术家的艺术活动而单独存在的艺术作品。二是产品同生产者行为不能分离，如一切表演艺术家、演说家、演员、教师、医生等情况。精神产品具有向人们提供文化享受的使用价值，同时还具有特殊的价值，其价值量的大小取决于实际耗费和社会需要。目前，在我国已经形成了一定规模的文化市场，具体包括：图书报刊市场、电影发行放映市场、音像制品市场、表演艺术市场、流散文物市场、群众文化市场。总体上来说，我国的文化市场是以文学艺术为主体的狭义上的文化市场，其根本特点是交换满足人们文化需要的精神产品。由于文化市场是通过精神产品的交换来传播文化观念，因此我国的文化市场担负着建设社会主义精神文明的重任。它的发展方向则是在坚持社会效益第一的前提下，讲求经济效益。这是由我国文化市场的根本特点所决定的（张首吉等，1992：110—111）。随着社会主义市场经济体制不断完善，无论是文化资源配置，还是文化产品生产、传播和消费，都越来越离不开市场。构建统一开放竞争有序的现代文化市场体系，成为在社会主义市场经济条件下文化改革发展的重要内容和决定性因素。党的十六大以来，中央高度重视现代文化市场体系建设，大力推进文化资源与市场对接，文化产业多元化投资格局开始形成，现代文化产品流通组织形式初具规模，资本、产权、版权、人才、技术、信息等文化生产要素市场加快发展，条块分割、地区封锁、城乡分离的传统文化市场格局初步打破，市场在文化资源配置中的积极作用开始凸显（蒋建国，2013：24）。我们要以逢山开路、遇河搭桥的精神，攻克深层次的体制机制障碍，建立健全现代文化市场体系，充分发挥市场在文化资源配置中的积极作用，以激发全民族文化创造活力，推动社会主义文化大发展大繁荣，为实现中华民族伟大复兴的中国梦提供强大文化力量。
