定义

财政政策是指国家根据一定时期政治、经济、社会发展的任务而规定的财政工作的指导原则，通过财政支出与税收政策的变动来影响和调节总需求进而影响就业和国民收入的政策。财政政策是国家整个经济政策的组成部分。财政政策是指为促进就业水平提高，减轻经济波动，防止通货膨胀，实现稳定增长而对政府财政支出、税收和借债水平所进行的选择，或对政府财政收入和支出水平所作的决策。或者说，财政政策是指政府变动税收和支出以便影响总需求进而影响就业和国民收入的政策。财政政策由国家制定，代表统治阶级的意志和利益，具有鲜明的阶级性，并受一定的社会生产力发展水平和相应的经济关系制约。财政政策是国家整个经济政策的组成部分，同其他经济政策有着密切的联系。财政政策的制定和执行，要有金融政策、产业政策、收入分配政策等其他经济政策的协调配合。政府支出有两种形式：其一是政府购买，指的是政府在物品和劳务上的花费——购买坦克、修建道路、支付法官的薪水、等等，其次是政府转移支付，以提高某些群体（如老人或失业者）的收入。税收是财政政策的另一种形式，它通过两种途径影响整体经济。首先，税收影响人们的收入。此外，税收还能影响物品和生产要素，因而也能影响激励机制和行为方式（姜伟，2008：137）。
