推陈出新指通过对传统审美观念、传统文学艺术的扬弃以创造新的审美观念和新的文学艺术。毛泽东在抗日战争时期提出，中华人民共和国成立初期加以发展。原是发展戏曲艺术的方针，后用于其他艺术和社会意识形态。是人类审美观念和艺术历史发展的一条规律，是审美意识和艺术的继承性同审美创造性、艺术创新性的统一。“推陈”并非推倒一切传统，而是剔除其糟粕吸收其精华，并加以改造。“出新”亦非割断历史，而是吸取传统的精华并从此时此地的需要和现实生活出发，创造新的适应时代需要的作品（金炳华，2003：630）。纵览中国共产党成立90多年的历史，可以说实现中国传统文化的古为今用、推陈出新是中共历代主要领导人的共同追求。毛泽东对“实事求是”的新诠释、邓小平对“小康”内涵的新阐发、江泽民对“与时俱进”的时代化改造和胡锦涛对“以人为本”的思想升华，无疑都是中国传统文化古为今用、推陈出新的成功探索，而习近平所作出的“创造性转化和创新性发展”的精辟论断，则堪称中国共产党人关于弘扬和传承中国传统文化的最新、最重大的思维成果和带有根本性的方法论指导（裴植等，2015：62）。习近平指出，培育和弘扬社会主义核心价值观必须立足中华优秀传统文化，牢固的核心价值观，都有其固有的根本，抛弃传统、丢掉根本，就等于割断了自己的精神命脉。习近平还着重指出，中华传统美德是中华文化精髓，蕴含着丰富的思想道德资源，不忘本来才能开辟未来，善于继承才能更好创新，对历史文化特别是先人传承下来的价值理念和道德规范，要坚持古为今用、推陈出新，有鉴别地加以对待，有扬弃地予以继承。习近平的这些重要论断，是我们今天正确把握培育社会主义核心价值观同弘扬中华传统美德相互关系的基本遵循。
