20世纪后期新兴学科，一门以探讨如何认识和约束技术发展带来的社会问题的学科，与技术哲学、技术社会学、科学伦理学等密切联系。技术伦理通常被理解为应用伦理学的一个分支伦理或部门伦理。但是，技术伦理学绝不等于一般伦理学原则在技术中的应用。20世纪中叶以来，由于技术已成为改造人类自身、改造自然和改造社会的巨大力量，涉及技术与伦理道德关系的问题与日俱增。技术伦理学由此应运而生，成为一门新兴的交叉学科。在西方，如果从70年代末尤纳斯的“责任原则”算起，围绕技术伦理问题的讨论也已有将近30年的历史。一种流行的观点认为，技术伦理学是关于工程师的职业和责任伦理学，它的内涵包括两个方面的内容：其一，工程师和科学家的职业道德，其二，工程师和科学家的社会责任两点之间既有交叉又有区别，而无论怎样，工程师和科学家都是技术伦理学的当然的受众对象（王国豫，2007：49）。在2003年大连理工大学和柏林工业大学联合举办的第一次中德技术伦理问题研讨会上，有中方学者提出研究科技伦理的重要意义时，指出“其主要表现是科学和技术活动中出现的违规和失范现象，科学和技术运行中的公正与效率问题，以及科学技术时代的物欲追求与人的生命安顿之间的矛盾”（李文潮，王国豫，2004：102-106）。
