联合国安全理事会是《联合国宪章》所设六个主要机关中的一个。其组织形式使之可以持续地工作，而安理会每一理事国都必须始终有一名代表驻在联合国总部。联合国安全理事会是唯一有权采取军事行动的联合国机构（联合国安全理事会.via：https://www.un.org/sc/suborg/zh/）。安全理事会成立于1946年1月13日。1946年1月17日联合国安全理事会在伦敦威斯敏斯特的教堂大楼举行第一次会议。自第一次会议后，安全理事会将其永久地址设立于美国纽约市联合国总部。安理会还曾前往许多城市开会，1972年在埃塞俄比亚的亚的斯亚贝巴、1990年在巴拿马的巴拿马城和瑞士日内瓦举行会议。根据《联合国宪章》，安全理事会的首要责任是维护国际和平与安全。安理会共有15个理事国组成，每一理事国均有一个投票权。所有理事国都有义务履行安理会的决定。安全理事会还建议大会任命秘书长和接纳新会员国加入联合国。安理会还与大会一起选举国际法院的法官（联合国安全理事会.via：http://www.un.org/zh/sc/about/）。安全理事会的主席一职由安全理事会理事国按照理事国国名英文字母次序轮流担任。每一轮主席的任期为一个月。其附属机构有以下几个：第一，委员会，下设反恐怖主义和不扩散委员会、军事参谋团、制裁委员会（特设）、常设委员会和特设机构；第二，维持和平行动和政治特派团，下设维持和平特派团、政治特派团；第三，国际法庭，下设前南斯拉夫问题国际刑事法庭（前南问题国际法庭）、卢旺达问题国际刑事法庭（卢旺达问题国际法庭）。
