技术科学是以基础科学为指导，将生产实践经验和自然科学原理创造性地具体为工艺、操作方法、技能等的知识体系。通常与自然科学、社会科学、哲学、数学并列，被认为科学的五大基本部类之一。技术科学的学科内容包括工程力学、应用化学、应用数学、计算数学、工程地质学等。1987年，钱学森先生在中共中央党校出版社出版的《社会主义现代化建设的科学和系统工程》一书中，对技术科学做了系统阐述。他说:“现代科学技术的体系的组成，除了自然科学、社会科学、工程技术，还有什么？现在报刊上、书刊上常常出现一个词叫技术科学。对于技术科学的理解并不完全一致。我认为，技术科学，一方面，它把自然科学的基础理论应用于工程实践；另一方面，它又不同于工程技术。它常常是选择好几门工程技术里面带共性的一些问题作深入的处理……电子计算机科学、运筹学，等等，都是技术科学”（钱学森，1987：3-4）。从科学技术体系结构上看，技术科学应是一个介于基础科学与工程技术之间多层次连续谱式的技术学科群，是联系基础科学和应用科学的中介和桥梁。科学技术作为一种社会建制，对生产力的提高、经济的发展、文明的进步、人们观念的变化和生活方式的改变，都产生了不可估量的影响（黄志澄，2003：13）。
