十一届三中全会以来，党的领导方式和执政方式的转变，以民主化、制度化、法治化为取向，经历了两次大的改革。第一次是80年以后，以解决党政不分为起始的党和国家领导制度的改革。邓小平在1980年8月18日中央政治局扩大会议上所作的《党和国家领导制度的改革》的重要讲话，对我国政治体制，特别是作为其关键领域的党和国家领导制度的改革作了系统深入而精辟明确的论述。第二次是90年代以后，按照依法治国的要求，实施党对国家和社会的领导。此后，经过九届人大二次会议通过的宪法修正案增加条款的规定，依法治国作为基本治国方略在我国正式确立下来。十六大报告根据依法治国的要求，又进一步提出了改革和完善党的领导方式和执政方式的问题。强调要加强制度建设，以制度来规范党的领导方式，把坚持党的领导、人民当家作主和依法治国统一起来，不断提高依法执政的能力（许冬梅，2004：51）。改革和完善党的领导方式与执政方式,是加强党的执政能力建设的重大课题。按照依法治国的执政理念，党的执政方式必须实现从以党直接执政的形式向以国家执政的形式、从主要依靠党的政策执政向严格依法执政、从人治向法治转变。与此同时，党的领导方式也要实现由包揽一切、高度集权向“总揽全局、协调各方”、从主要依靠掌握人财物实权向主要依靠党的先进性和公信力、从注重个人经验向决策科学化民主化转变（桑学成，2006：5）。
