定义

体制性障碍，是一个公共性的词汇，它可以适应的领域很广泛，比如有卫生系统的体制性障碍、由教育系统的体制性障碍、有民营经济的体制性障碍等等。它的集中表现是：对社会资源配置是靠计划还是靠市场；是靠权力、长官意志还是靠市场的需要、价值规律和供求规律；同时还表现在市场准入、财税体制、金融支持、公共服务、政府监管、舆论氛围等等方面，这种障碍是造成许多地方经济长期得不到发展的根本原因。现实中，政府对微观经济管理过多、过滥的职能错位、越位，是束缚生产力发展最大的体制性障碍。
经济学家吴敬琏早在2009年12月，经济学家吴敬琏就曾在“《财经》年会2010：预测与战略”上指出，转变经济增长方式观点已提出10多年了，为何一直未见成效，主要是因为法治市场经济体制未建立，目前体制性障碍仍未消除，技术创新面临重重困难。
